RE: Certification Rating Statements & Your Pay

NOTE: This memo is of particular importance to teachers with tech. qualifications who wish to have the certification clause changes in the 2004-2008 Collective Agreement apply to them, as well as to new teachers, and to teachers who took additional qualification courses in order to improve their grid placement.

Certification Rating Statements are issued by Certification Officers at our Provincial Office in accordance with our Collective Agreement and the rules established by the provincial Certification Council.

In order to obtain a Certification Rating Statement, or to have your rating statement reviewed for change based on completing additional qualifications, you must complete the most recent Certification Rating Statement application form. This form is available on the provincial OSSTF website at or from Provincial Office at 416-751-8300. Please make sure you complete the form accurately and submit all necessary documents to provincial office at 60 Mobile Drive, Toronto M4A 2P3.

Our colleagues at provincial office inform us that a high volume of requests for Certification Rating Statements and changes thereto at the beginning of a new school year may cause a backlog for provincial office staff in processing applications. In order to ensure that your new level of pay based on a new Certification Rating Statement is retroactive, our Collective Agreement requires you to inform the Board in writing of any qualification changes effective September 1 of a school year, by December 15 of that school year. For example, if you completed an additional qualification course last spring or over the summer and you have applied for a Certification Rating Statement change as a result, you must inform the Board of this in writing by December 15, 2006, in order for any change in your pay due to a Certification Rating Statement change to apply retroactively to September 1, 2006. The Collective Agreement requires that the Board must be informed of any qualification changes effective as of January 1 in a given school year by June 1 of that school year in order for pay changes to be retroactive back to January 1 of that year.

Written notification of changes in qualification and Certification Rating Statement changes are to be sent to Secondary Teaching Records Department, Toronto District School Board, 5050 Yonge Street, Toronto, M2N 5N8.

NOTE: For your protection, get a dated receipt from the Board for your letter of notification and keep it on file.

When you receive your Certification Rating Statement, you must forward it to the Records Office in order for your new level of pay to be applied by the Board.
