BYLAW 10 - Candidates for Provincial Executive or OTF Governor
10.1 In an OSSTF election year Members who wish to seek election to either the Provincial Executive or OTF Governor must:
10.1.1. Inform the District Secretary/Treasurer by the second Tuesday after Labour Day, if financial assistance is to be requested
10.1.2. request the endorsement of their Bargaining Unit Executive prior to the 3rd Wednesday in November
10.1.3. Request the endorsement of the District 12 Executive at the November District Executive Meeting.
10.2. The District Executive shall take the name of any Member seeking such election to a District General Meeting to be held in December for endorsement.

5.4.2. Bargaining Units may request that the District Secretary/Treasurer assume the role of administering the Bargaining Unit’s finances. Such requests shall be for a fiscal year. Bargaining Units may discontinue that role and resume self-administration of Bargaining Unit finances having given sixty (60) Days notice prior to the end of the fiscal year to do so.
5.4.2.1. In such cases, the District Secretary/Treasurer shall pay, by cheque, all requisitions authorized by the appropriate Bargaining Unit designate(s), on behalf of the Bargaining Unit.
5.4.3. Bargaining Units shall have surplus funds carried forward to the appropriate budget line for the next fiscal year.
5.4.4. The District Secretary/Treasurer shall present a monthly financial statement to each Bargaining Unit.
5.4.5. Bargaining Units may, at their discretion, establish bank accounts and be financially self-administering upon giving sixty (60) Days notice provided that:
a) all rules, policies and procedures of the provincial
OSSTF are adhered to.
b) the Bargaining Unit Treasurer shall submit to the District
12 Treasurer a monthly financial statement by the fifth
(5th) of the following month.
c) the Bargaining Unit Treasurer shall submit financial
statements as at December 31, March 31, and June 30
to the District 12 Secretary/Treasurer.
d) the Bargaining Unit Treasurer shall submit to the District
12 Treasurer, by July 30th of each year, all electronic and
printed financial records, receipts, cheques, deposit
records and any other record required to conduct the
District audit.
e) the signing authorities for any Bargaining Unit bank
account shall be any two of the Bargaining Unit
President, Vice-President(s) or Treasurer.
f) costs incurred for the Bargaining Unit audit shall be
assumed by the Bargaining Unit.”
5.4 Bargaining Unit Funds

X.1. Any Member may be nominated to stand for election upon
providing his or her name and the signatures of five (5)
supporting Members prior to the Annual General Meeting to
the Election Committee.
X.2. Candidates for office shall be allowed one opportunity to
address the Membership at the Annual General Meeting for a
time not to exceed five (5) minutes for the position of
President or two (2) minutes for any other position.
X.3. Voters’ lists shall be posted at the Annual General Meeting.
X.4. A Member wishing to appeal the voters list may do so to the
Executive at the Annual General Meeting.
X.5. The Executive shall inform the Member of its decision
regarding the appeal within two (2) Days of the Annual General
Meeting.
X.6. The decision of the Executive regarding appeals is final.
X.7. Within five (5) Days of the Annual General Meeting, a ballot, a
voter declaration form, a secret ballot envelope and an
addressed, reply envelope shall be sent to each Member
whose name appears on the post-appeals voters’ list; if the
Member does not have a fixed workplace, the reply envelope
will be stamped for mailing.
X.8. A ballot shall be considered valid if it is not spoiled and if it is
received within fifteen (15) Days of the Annual General
Meeting, singly in the same addressed, envelope with which it
was sent.
X.9. Only one voter declaration form and ballot per Member shall
be valid.
X.10. The ballots shall be counted by the Elections Committee.
X.11. Each candidate shall be allowed one scrutineer, who is not
also a candidate, to witness the counting process.
X.12. The candidate with the highest number of voters shall be
elected.
X.13. Ties shall be determined by lot by the Chief Returning Officer
in the presence of the scrutineers.
X.14. The results of the election shall be announced on the District
12 website within two (2) Days of the deadline for the receipt of
ballots.”

3.1. District Executive Appointed By Bargaining Units
3.1.1. The District 12 Bargaining Units' Executives shall each appoint, from its own duly elected officers, the following number of District Executive Members:
3.1.1.1. The President of the Secondary Teachers' Bargaining Unit, plus nine (9) other Executive members from the Secondary Teachers' Bargaining Unit.
3.1.1.2. The President of the Professional Student Services Bargaining Unit, plus (1) one other Executive member from the Professional Student Services

3.1.1.3. The President of Occasional Teachers' Bargaining Unit, plus (1) one other Executive member from the Occasional Teachers' Bargaining Unit Executive
3.1.1.4. Five (5) additional Executive Officers elected or appointed by their respective Bargaining Unit as follows:
three (3) from the BU with the largest FTE,
one (1) from the BU with the second largest FTE,
one (1) from the BU with the third largest FTE.
3.2. Appointment and Election Of District Executive Positions
3.2.1. Voting Members
3.2.1.1. The President of District 12 shall be the President of the Bargaining Unit with the largest FTE membership.
3.2.1.2. The Secretary/Treasurer shall be the Treasurer of the Bargaining Unit with the largest FTE membership.
3.2.1.3. The First Vice-President shall be the President of the Bargaining Unit with the second largest FTE membership.
3.2.1.4. The Second Vice-President shall be the President of the Bargaining Unit with the third largest FTE membership.
3.2.2. All other voting members of the District Executive shall serve as Executive officers
3.2.3. Non-voting members of the District 12 Executive:
3.2.3.1. others as may, from time to time, be deemed necessary by the District 12 Executive

Member, the PSSP Bargaining Unit shall elect a Provincial
Councillor and the OTBU and STBU Bargaining Units together
shall elect additional Provincial Councillors for each 1500 FTE
Members.
6.3. If the District Provincial Councilor is not a Part X Education
Act Member, the OTBU and STBU Bargaining Units together
shall elect one Provincial Councillor and additional Provincial
Councillors for each 1500 FTE Members.”
6. BYLAW 6 – PROVINCIAL COUNCILLORS
6.1. The District Executive shall publish the number of Provincial Councillors generated by each Bargaining Unit.
6.2. The District Provincial Councillor shall be the District President.
6.2.1. The election of the President of the largest Bargaining Unit shall constitute the election of the District Provincial Councillor.
6.2.2. The number of Provincial Councillors generated by the Bargaining Unit with the largest FTE shall be decreased by one (1).
6.3. All other Bargaining Units shall have that number of Provincial Councillors that their FTE numbers generate.
6.4. The Bargaining Units of District 12 shall determine their Provincial Councillors in a manner determined by the Bargaining Unit Constitution.
