The Chair will then make the announcement and where the material is located. Members are also reminded that District 12 STBU allows the distribution of any material without the consent of the Executive or Chair of Council.

ON TIME MOTIONS TO
NOVEMBER 15, 2007
STBU COUNCIL
An On Time Motion is a motion submitted by any member by the deadline in accordance with our rules. On Time Motions are presented in this document as written by the Mover/Seconder. On Time Motions are subject to change by Steering if required to put them in order. A motion to a meeting remains the property of the Mover/Seconder until such time as it is moved for debate at that meeting. As such, it may be altered by the Mover/Seconder any time up until it is moved for debate. A motion only becomes the official position of the Union if endorsed by a majority vote conducted in accordance with our meeting rules.

1. BIRT District 12 STBU affirm the editorial independence of District 12 Voice as a publication that is "at arm’s length" from the Executive. It further affirms that publication guidelines should be established which incorporate but are not limited to the following:
i) the existing elements in the District 12 Constitution pertaining to Voice should provide the basis for the guidelines
ii) articles should not be in violation of OSSTF bylaws
iii) the Executive has a right and a duty to have input on the contents of Voice with regard to possible libel and inaccuracies and to ensure compliance with the bylaws.

2. BIRT STBU Council reaffirms its position of using unionized establishments for OSSTF functions and requests the STBU Executive to ensure that the 2008 Branch Presidents' weekend is held in a union hotel in the city of Toronto.
